CAPETOWN, July 31
General Hertzog, speaking at Port Elizabeth, said that what South Africa wanted was not consolidation of tho British or Dutch, but a consolidation of South Africans. He warned tho country against cosmopolitan capital, without patriotism, exploiting South Africa.
