(Received July 28, 9.20 a.m.) SYDNEY, July 28. Major-General Kirkpatrick, Inspec-tor-General of the Commonwealth forces, in his first annual report, declares that Australia lias splendid material for an Army, but training in all branches of tho service is faulty. Inefficient officers have not performed their duties satisfactorily. The peace to war establishment is too low and should he augmented. General Kirkpatrick recommends obtaining a trained General-Staff to assist the citizen officers.
