WHAT GERMANY WANTS.
WITHDRAWAL OF FRENCH TROOPS.

BERLIN, July 26. The 'semi-official Cologne Gazette declares that df France wants merely to act on the Algeciras Agreement, she can settle matters by withdrawing her troops from the capital, opening the doors wide to international trade, and giving guarantees that she does hot regard Morocco as a French colony. Germany, after securing her economic interests in the Sus district, would then doubtless withdraw from Agadir. The Gassette continues: ''The burning point is, What compensation can Germany claim for France's increase of power in Morocco ?"

Consols touched £77 15s, but recovered slightly, the closing price being £7B ss. On the Stook Exchange there v are rumours that the Powers have arranged for a conference on the Mor.;cr*-m question, to be held in October, Germany withdrawing meanwhpo.
