THE PARLIAMENT BILL. LORDS CLIMBING DOWN. . (Received Last Night, 9.25 o'clock.) LONDON, July 21. Mr F. D. Acland, Liberal M.P. for Cornwall, speaking at West Somerset, declared that the Parliament Bill would pass' within three weeks, or a fortnight, without the creation of fresh Peers. They might, he said, require a rope to assist them in climbing down., but whatever the length of the ropo, thoy still had a considerable distance to fall.
