Lord Morley's arxiety was due to the fact that the rejectron of the Veto would lead to a prorogation, a repassing of the Bill in the new session, and the destruction of the Budget and the National LiFuranoe Bill. 4 The issuing of the whip also implies a rebuke for the slackness of Liberal peers in absenting themselves from the recent divisions.
