(Received July 19, 9.20 a.m.) CONSTANTINOPLE, July 18. Torgut Shevket Pasha has been recalled from his coirmand in Albania owing to his repressive serverities against the Albanians. He will be replaced by . Abdullah Pasha, who is a reputedly moderate man. The fear of the Albanian rising is causing grave anxiety.
