(Received July 18, 9.45 a.m.) BRUSSELS, July 17. In an appeal at Boma, in the Congo, against a conviction for murder and robbery, Major Arnold declared that whatever he has dono was justified by the circumstances. The country was in open revolt, and the natives frequently attacked him. Natives testified that a large batch of natives were suddenly sent to tlhe Noali prison, and when they lay down at night they were literally piled on one another. Terrible struggles ensued for best places, and by morning thirty-three were dead. •
