The newspapers note the satisfaction of the Commonwealth and other Dominions at the renewal of the Japanese alliance, particularly the introduction of the new clause reflating to. general arbitration. They also note the gratification of France at the step to strengthen the hands of British friends, and the "Novoe VremyaV applauding of the omission of the clause relating to countries adjacent to the Indian frontier, and its further advoaccy of a general Arbitration Treaty bei.cen Russia and Britain.
