THE SESSION OPENED. GOVERNOR'S SPEECH. (Received Last Night, 9.40 o'clock.) MELBOURNE, July 5. The Victorian State Parliament has been opened. ' The Governor's Speech mentioned the sound finances of the State, and the success of the immigration movement. It referred to Workers' Compensation, Compulsory and Preferential Voting, and Land Acquisition Bills. An active policy of railway construction was promised.
