CONFERENCE MAD.
New Zealand is going Conference mad. Hardly a. week passes but a semi-public Conference, of one sort or another, is held in the Empire City. Most of these are summoned by one or other Ministers of the Crown, and the expense connected with them has to ho borne by the long-suffering taxpayer. As a rule, the subjects discussed are of snch a varied and intrioa.te character, involving public policy a<s well as expense; that they have no right to be entrusted to laymen. The' Hospitals Conference is a case in point. Here are gathered together several scores of delegates, possessed " of only a superficial acquaintance with either public life or administrative detail,, discussing problems which none but experts should be permitted to approach. That the result will be chaos is only what might be expected. It seems, that there are qaiite a number of Ministers of the Crown and State Departments" in New Zealand so thoroughly incompetent to frame and administer the law that they have to adopt the questionable practice of seeking the advice and assistance of laymen.
