GERMAN TRADES UNIONS. EMPLOYERS' TACTICS AGGRESSIVE. (Received Last BERLIN, June 27. A Congress of German Trade Unions is being held at Dresden. Four hundred delegates, representing'2 276,000 members, are present. Herr, Legiu, President, stated that there were 4,110 strikes and lockouts in 1910, involving 348,000 workmen, and causing a strike expenditure or £923 000. German employers were altering their tactics, which before were defensive, but were now aggressive, their main aim being to arrange contracts to expire simultaneously with a number of different trades. It was thus difficult for employees to resist dictation regarding the conditions of renewal.
