DECLARATION OF LONDON.
FALLICIOUS AND ILL-INFORMED CAMPAIGN. (Received Last Night, 5.5 o'clock.) LONDON, June 24. The British Law Journal, after describing the campaign against the Declaration of London as "fallacious and ill-informed," declares that Chamber of Commerce, shipping interests, and Admirals are not usually well-fitted to appreciate changes in international law. The Journal adds: "More attention is due to the weight of Judicial authorities. Moreover, the Government had undertaken to stipulate, in the ratifying of th<j Declaration, that the interpretation report shall be embodied." .
