LABOUR IN CANADA. (Received May 31, S.lO a.m.) OTTAWA, May 30. With a view to encouraging the growth of the Federal Labour Party the Canadian Labour Congress has decided to invite Mr Fisher, Premier of Australia, to tour the Dominion and lecture in the principal cities on the practical application of labour policies to politics. The Congress hopes thereby to gain a large Parliamentary representation.

Tho Times says that the overseas dominions' Ministers recognise that admission to the inner councils of the Empire brings vastly.increased responsibility. In conjunction with Mr Fisher's declaration, The Times adds that though the step is not to be traced, good effects are liable to lapse if the machinery is not changed. The Colonial Office should be strengthened by the creation of a council with 'functions resembling those of tho Secretary of State's Council of India. Tho office of tho overseas governments should bo to create a Minister whose whole duty would be to keep them informed on Imperial affairs.

THE CANADIAN NAVY. A REPORT DENIED. (Received May 31, 9.20 a.m.) OTTAWA, May 30. Reports of a threatened mutiny on the cruiser Rainbow, in consequence of bad food, arc denied. The Toronto newspapers published allegations to the effect that the whole Canadian naval service was dissatisfied with the conditions. The American fishing vessel Edric was captured within the three mile limit at Vancouver Island and was confiscated An armed,party from the cruiser Rainbow arrested the captain and crew, in March last.
