THE PROPOSAL ABANDONED. ;{Reoeived Last Night, 11.25 o'clock.) P"?'; LONDON, May 30. ' The/'Scotsman'' states that Mr Herbert Samuel, Postmaster-General, has decided not to proceed with the uniform design for stamps for the Empire.

The Hon. A. Fisher and Sir Wilfrid Laurier have intimated that the proposals are not favourably received by the Dominions. Mr Samuel intends to extend his Imperial postal order system to Australia and Canada.
