MOMENTOUS AND HISTORICAL.
CHANGE AND REVISION WANTED. (Received Last Night, 11 p.m.) LONDON, May 23. The "Times" describes as momentous and historical the fact that the House of Lords, notwithstanding several hostile speeches by Opposition Peers, declared, without division, that its ancient constitution stands in need of a thorough change and revision, in order to adapt the second Chamber to modern needs. LORD LANSDOWNE'S BILL. ATTITUDE OF THE GOVERNMENT. [(Received Last Night, 10 o'clock). j LONDON, May 23. Lord Haldane, in reiterating his previous remarks in the House of 'Lords, said that the Veto must first be settled, and he was hoping for the ultimate co-operation of the two parties on the reform question. He intimated that the Government was , not divided against the Bill. Lord Lansdowne, in a winding-up speech, said he had been criticised for not including representatives of the Dominions in the membership of the House of Lords, b\it he believed that it was impossible to adopt the suggestion without a revolution, and going j far beyond the limits of his Bill. He J defended the fairness of the Bill, but he in no wise wished it to be regarded as unamendable.
