Tenders received by 'the Defence Department for 1800 sets of military harness average £2 a set over last year's tenders, and £5 over English tenders.
The of Defence says that he desires to assist ' local industries, but lie would .not be doing his duty if he allowed manufacturers to insist on such an advance.
