AN OFFENSIVE MOVEMENT

MEXICO CITY, May 7
Madoro is preparing a vigorously offensive movement, and will probably direct his first efforts to capture Jaurez. Madero attributes the failure of negotiations for peace to the inexplicable ambition of Diaz, who refused tho request to publish an announcement of his intention to resign ,_ although Madero promised to simultaneously resign his office of provisional President. Government circles affect to believe that prospects of peace are still good. WASHINGTON, May 7. The prospect of tho resumption of hostilities in Mexico will not affect tho "United States decision not to intervene in any circumstances. Tho President is undeviating in this decision.
