RECONSTRUCTION FROM WITHIN.
AN IMPORTANT PROPOSAL. (Received Last Night. 5.5 o'clock.) \ LONDON, May 7. Lord Selborne, speaking at Barnstaple, declared that Monday would see the introduction of an alternative plan for the re-construction of the House of Lords, whereby it could never again be said that both parties were not fairly represented in the House of Lords. The power of the Veto would not be abolished, but provision would be made for a joint session in the event of differences on ordinary questions, and for a referendum for grave questions.
