ADVANCES TO SETTLERS

AN ENGLISH BILL. Received Tins Morning, 12,10 o'clock. \ LONDON, May 3. Lord Dunmore's Small Ownership and National Land Bank Bill has been read a second time. The Bill proposes that the Land Bank shall make advances at 4 per cent interest of which £ per cent shall be allocated as a sinking fund. Lord Carrington opposed the Bill, promising that a Government Bill should be introduced.
