THE AMERICAN FISCAL POLICY.
AN EXPRESS PROMISE
(Received Last Night, 10.40 o^clock.) BERLIN, May 3. The "Frankfurter Zeitung" declares that Germany has a right to all the fiscal advantages that America is extending to Canada. It states that the Washington State Department, in a Note of February, 1910, expressly promised the most-favoured nation treatment to Germany.
