DECLARATION OF LONDON.
DANISH OFFICER'S VIEW.

LONDON, April 29
A Danish officer named Hovgaard, who is a i'rofe.sor in naval architecture to the United States Government, in #n article on the United States naval proceedings, declares that the Declaration of London" is distinctly unfavourable to Britain. By reason of her geographical position, Germany is able to obtain food supplies by land or sea. The vague definition of article M hampers England's food supplies enormously. English shipping in war time would be seriously disturbed, while German trade in the Baltic'and Danish waters could bo carried on as in times of peace.
