BRUTAL PRACTICES ALLEGED

PARIS, April 25. Letters received here from Fez recount brutalities alleged to have been practised by the Sultan on the wounded rebel prisoners. Some were bastinadoed to death. There are indications that Mulai Hafid is mentally deranged. He suddenly married a cousin on the 11th April, and requisitioned all the female dancers and singers in Fez for a midnight fete. TIIO populace is said to bo incensed, the rebellion being an outcome of brave tribesmen being goaded by cruelty and extortion. It is believed [ the tribes would welcome the return of Abdul Aziz, the ex-Sultan.

AUXILIARIES ENTER FEZ

AN ATTACK THAT FAILS

TANGIER, April p. Eight hundred Hayaina auxiliaries with food, who are favourable to the Sultan, entered Fez on tho 18th. Two thousand troops who attacked them were repulsed on the 19th, but Major Bremond, the French commander, successfully attacked tho rebels* on the 22nd.

The Uled Jumma tribe, on April 17th, offered to join Mulai Hafid if the Governor was changed. Tho offer was rejected, hence the fierce attack on the 19th. The acceptance of the offer would have enabled Major Bremond to traverse their territory and enter Fez.

General Monier, in a proclamation to the tribes, states that France does not intend to occupy fresh territories. She only wishes to support the Shereefian army in order to relieve the foreigners who are in danger and reestablish order under the Sultan's authority. If the rebellion ceases, Frmce will stay the march of the troops. Otherwise, the troops will be forced to pacify the country and severely punish the authors of the disturbance.
