WOMAN AND CHILD LABOUR.

The United States Bureau of Labour is just 'beginning the publication of the long-delayed report of its sweeping investigation of woman and child labour in America. The first volume deals with the children and women employed in Southern cotton ,| mills, and it is certain that no article ever published in a newspaper or magazine of this country ever painted a picture so Mack of the whole system of working mere babies at machines as is 'contained in the wordc. of this cold, unemotional Government report. The same merciless searchlight is turned on the other great child and woman-employing industries of the country. Nothing has escaped the Government probe. Two hundred special agents, armed ' with Government credentials, have 1 entered mills barred to private I searchers, and collected facts hidden from reformers. It is the most elab- | orate study of a single subject ever | attempted by the Government, and the work has cost £60,000.
