THE INTERNATIONAL SITUATION. SHOULD IT BE DISCUSSED ? (R?ceived Last Night, 5.5 o'clock.) LONDON, April 15. The Times, commenting upon the notice of motion in the House of Commons by the Hon. W. E. Guinness, that the Imperial Conference should discuss the present international situation, says that such a discussion ought to take- place. No Conference, it says, that was not a mere formality, ought to meet without reviewing the inte2-national situation. The Times hopes that Coronation year will ibe marked by this further step forward. As a matter of honour, however, such a discussion should 'bo strictly confidential.
