The 'Democrats declare that if the Senate pass Reciprocity, and then decide to adjourn, tho House of Representatives will not adjourn. The inter-Parliamentary Council unanimously adopted Lord Weardale's resolution recognising the great scope of President Taft's initiative for com-, pnTsorv arbitration, and hoping that other Governments will follow America's example. The programme of the inter-Parlift-mentary Conference at Rome in October has been arranged, and includes the discussion of the Russian proDosals for organisation and mediation between States, the limitation of armaments, and the prohibition of aerial warfare.
FIGHTING IN MEXICO. (Received April 10, 9.18 a.m.) MEXICO CITY, April 9. General Williairs, the leader of the band of American rebels, attacked the Federals five miles south of Mezicali. The rebels were defeated, suffering a loss of eighty dead, and General Williams himself being mortally wounded by the fragmetns of a shell. The looted store-has been re-captur-ed. ! Maderp, heading an army of sixty thousand, has started for the Casa r grande region, and a battle is expected immediately. The Chamber of Deputies lias voted four million dollars to suppress the insurrection. MEXICO CITY, Later. The rebels succeeded in traping a force of ninety Federals in a canyon near Atlixco Puebla. The Federals were then shot, down mercilessly, only a few wounded escaping.
