PROPOSED ARBITRATION TREATY. CONFERENCE AT WASHINGTON. j (Received Last Night, 5.5 o'clock.) j NEW YORK, April 1. The Right Hon. James Bryce, British Ambassador to the United States, and Mr P. C. Knox; Secretary of State, are conferring at Washington in regard to the proposed Arbitration Treaty. •Reasonable progress has been made in the negotiations. A denial has been issued that Ja- , .pan's alliance with Britain is likely to affect the negotiations. It is hoped that a draft Treaty j Avill be ready for the Senate before » the end of the April session. ! The suggested Treaty provides for arbitration in the case of all Treaty disputes, including questions of national honour. The ■ arbitration machinery Avih be arranged by special agreements when the need arises. Received This Morning, 12.15 o'clock NEW YORK, April 2.
