Knox; Secretary of State, are conferring at Washington in regard to the proposed Arbitration Treaty. •Reasonable progress has been made in the negotiations. A denial has been issued that Ja- , .pan's alliance with Britain is likely to affect the negotiations. It is hoped that a draft Treaty j Avill be ready for the Senate before » the end of the April session. ! The suggested Treaty provides for arbitration in the case of all Treaty disputes, including questions of national honour.
