The nearer we get to the Harbour Board election, the more grotesque do the provisions of the new Act appear. In a recent issue of the Age the disabilities of persons residing in Counties were pointedly referred to. It now transpires that plural voting—a relic of the DarS" Ages—is provided for. A person who is a ratepayer in a Borough "may also vote in respect to a County or Town District qualification. It is possible, therefore, for one ratepayer to exer-

cise two or three votes at the Harbour Board election. Our democratic Government should be proud of its latest legislative achievement.
