Mayor .Blackwell occupied the-chair. Mr Massey referred in turn to each plank of the Govern- , ment's declared platform. He ali leged that each had been transgressed by the legislation passed or attempted to be passed. He referred in detail to the mattex* of the expenditure connected with the loan of five millions, stating that at the beginning of next session he would put a question, asking for details of the whole matter. Mr Massey spoke of the method of appointments to the. Civil Service, urging: that political influence should be wiped out. For this purpose he proposed' the establishment of Boards. He urged the reform of the; Legislative Council, and stated that'at all times he favoured the freehold as the only system satisfactory to the man on the land. He criticised severely the despotic - power passing into'the. hands, of Ministers. He ,favoured increased- facilities for education. At the conclusion of his address a vote of thanks was carried bv acclamation. *
