THE NEED FOE REFORM

LONDON, March 22

Lord Selbourne, speaking at a meeting of Glasgow Unionists, said he earnestly desired the reform of the House.of Lords, but there were left and right wings. He urged the aright wing to remember the inequality in the . representation of parties. It was a serious evil, engendering a sense of injustice. Moreover, without reconstruction, it was impossible to place the Crown outside party politics. The Opposition intended to propose, in conjunction with two more, the following methods of election: By County Councils qualification; by office selection; by hereditary Peers' nomination; and by the Prime Minister. The Unionists ;propose that the. Lords definitely renounce concern in finance, and strict provision against "tacking." They are ready to refer, the decision to a committee composed! of 'an equal number of members, pi-, both;/Houses, the Speaker presiding. Lord Selbourne completes liis' outline of reform at Edinburgh to'day. ■ ,: -
