SPEECH BY SIR EDWARD GREY.
UE ACKNOWLEDGES UNIONIST HELP.
(Received Last Night, 5 o'clock.)
LONDON, March 18
Sir Edward Grey, presiding at an International Arbitration League dinner, acknowledged the cordial sincerity underlying Mr Balfour's helpful words. He recognised tnat the Unionists had iuitiated the Arbitration treaties. He explained that he did not intend to convey the idea that a general arbitration treaty between two great nations was tantamount to a defensive alliance, though, if one became the object of attack,, under,-,.tie 'circumstances stated, he should think there, would be strong sympathy between the two Powers. That matter was dependent upon public opinion, but. the introduction of such a condition into a- treaty might impair its chances in Britain 1 and elsewhere, and lead others. ... ■••'■ -■■■;.. Mr Ramsay xdaedonald, tiie Lender of the Labour Part", states that •while- acquiescing in the readjustment of the relations between the Lords and Commons, he would strenuously oppose ' tiie preamble of the Parliament Bill creating another Second Chamber. He rejoiced at the ■ arbitration aspirations, but thought these would do more harm than good if the opinion, got abroad that there, was' be an Anglo-Saxon alliaiicei' imposing its rail iipon.t])p s ,whole, / worMi , ' i v;., ■ The Free.
