REDRESS FOR SEIZURES.

LONDON, Marcli 14. The debate on the Declaration, of London was resumed in the House of Lords.

Lord Salisbury complained of the provision in the Declaration providing for th,e postponement of redress for seizures until a,war. has terminated. The enemy, said Lord Salisbury,. could continue to capture food'stirffs and not care a jot as to the upshot, , ,'".-'. Viscount Morley, Lord President of ;the'Council'(who is- acting .as ■ ■> Leader of the House during the illness of Lord Crewe) said 1 the Declaration might be open td-amendment, but ,its rejection or postponement would cause grave disappointment and irritation abroad.

Lord Desborough withdrew., his motion to appoint a Royal Commission, expressing satisfaction?, at the iact that the Government was taking no'nation into its confidence.
