The! "Novoe Vremya" declares that parleying with China is useless, and an ultimatum is imperative,
China- maintains her former argument against the appointment of Consuls for Mongolia., and upholds the claim of the Chinese tea monopoly.
Advices from Harbin state that the authorities, in pursuanice of instructions from Peking, intended to awaken a warlike spirit >aoQ/d to rouse the population to a- defence of t l, eir country.
