PROPOSAL TO BRITAIN
FAILURE OF A SETTLEMENT. (Received Last Night, 11 o'clock.) CONSTANTINOPLE, March 13.
Rifoat Pasha, Minister for Foreign Affairs, is advancing a certain proposal to Britain regarding the Gulf and the prolongation of the Bagdad railway in the south.
Influential Young Turk Circles anticipate the failing of a settlement of the Rolit question to Turkey's satisfaction. The terminus will be at Basrah, or some place in the Gulf regarded as Turkish.
