MAIL CONTRACT BILL.
SOLUTION TO THE LABOUR TROUBLES.

CAPETOWN, March 7. In the Assembly, Mr Graaf, Minister of Works, speaking to the second reading of t'lie Mail Contract Bill, advocated modified passage rates, similar' to those between Italy and Argentine, which might solve the South African labour troubles, inducing British workmen to come season after seasons, as the Italians go to the. Argentine. He declared .that the shipping ring was exploiting, its monopoly regardless of the fact that South Africa; , intended to amend the Bill in order to empower preferential -treatment at ports to lines not belonging tto the ring. He believed , they could induce private ship-owners to run a regular nineteen days' and thrioeweekly service. \
