THE AGREEMENT CRITICISED.
IN THE HOUSE OF LORDS

LONDON, March 7. In the House of Lords, Lord A mpthill initiated a debate on the Can-adian-American Reciprocity treat; 7 , He strongly criticised the inaoii.in of the Hon. James Bryce, 031 , British Ambassador at Washington, and the Government, in .the matter of this inaction. They should, he 'said, have forced Canada to abandon her national policy. The commercial union of Canada and the United States must lead to a political union. ' Lord Morley, declared that the most responsible men in Canada and the United States laughed at the idea of so-called political annexation. If, on some remote day", political events happened,, they would not be the result of reciprocity, but of general causes. Lord Middleton paid a tribute to the Hon. Mr Bryce, who had gained Canada's confidence, but, x he said, the agreement was an Imperial disaster. He dissented from Lord Ampthill's idea of the new commercial union being the pioneer of political union.

Cabinet Ministers assert that the Reciprocity Bill will certainly passj although official circles are apprehensive of the Democrats' action in the new .Congress. , The Opposition have given, notice of motion asking Parliament to postpone the Bill, pending the United States' action.
