UNITED STATES HOUSE VOTES IN FAVOUR OF PROPOSAL.
(Received February 27, 9 a.m.)
NEWTORK, February 26. By an overwhelming majority, the United States House of Representative voted in favour of fortifying the Panama Canal by passing a preliminary fortifications appropriation of three million dollars. An amendment, asking the President to secure neutrality of the canal by treaty between America, and the world's leading maritime Powers was proposed, but defeated. The Republican and Democratic parties were sharply divided on the question, and there was much 'crossvoting. Some of the speakers asserted that the United States' imperative duty was to fortify the canal. Tlie Senate is certain to adopt the proposal.
