THE PREMIER SURPRISED. Received This Morning, 12.35 o'cloeks ___ ' /OTTAWA, February 23. The Manitoban and Ontario Boards of Trade oppose the reciprocity agreement with the 'United States. The Canadian Parliament has formally declared its loyalty to Britain. The French-Canadian group in the House moved that it was desirable to dispel the unrest caused by the annexation talk following the reciprocity agreement, and that the House emphatically asserts its determination- to preserve intact the bonds • uniting Canada with the Em" pire.
