DELAYING ITS PROGRESS. (Received.Last Night, 11.20 o'clock:) NEW YORK, February 22. The Senate Committee, Avhen- considering the Reciprocity Bill, learned that President Taft had.not consulted any of the interests affected. This disclosure is likely to afford a ground for delaying the progress of the Bill.
