ATTACK ON A SPEAKER.
(Received 'February 21, 1 p.m.) LONDON, February 20. The House 'of Commons to-day discussed the breach of privilege question raised by. a letter sent by Mr J. C. Wedgwood (Liberal member for Newcastle-under-Lyme), to Mr Ginnell Nationalist) denouncing the Speaker (the Right Hon. J. W. Lowrther), who, he said, was not a bit impartial, but a deadly enemy to land taxation. The letter was published in an Irish newspaper. Mr Wedgwood withdrew his state" ments, and offered an ample apology, which the House accepted. Mr Grinnell apologised to Mr Wedgwood, for publishing a personal letter, and renewed his protest made oii 31st January, after the re-election of the Speaker, regarding the i Speaker and the lists of the Party Whips. ■'■!.- ' The Speaker replied that the lists were not binding. The House -resolved that publication 'of the letter was a grave breach' of the privileges of the House. Mr Asquith thereupon moved that Mr Ginnell be suspended for a week for not ap iogising to the Speaker. " The motion was carried. The Labourites and Nationalists voted against it.
