THE GERMAN NAVY.
NO DESIGNS ON ENGLAND, (Received Last Night, 11.35 o'clock.) BERLIN, February 15. Herr von Tirpitss, during the navfal debate, stated that further improvements were required to the Navy, which would occupy a decade. He denied the- British contention regarding the acceleration of the German fleet as neither supreme nor agrcssive. Socialist .members declared that Germany had no thought of invading .England, and the latter ~ had no ground to make war with Germany.
