RECIPROCITY
CANADA AND THE STATES. SPEECH 'BY ME ROOSEVELT. (Received February 13, d a.:.'j ) NEW YORK, February 12 Mr Rocsevelt, in u speech at Graijd Rapids, Michigan, sain he favored reciprocity, which marked a signal advance in the direction of closer relations between Canada and the United States. President Taft, speaking at Springfield, Illinois, pointed out that reciprocity between Canada and the United States would be legislative'! v enacted, thus enabling either count'-y to withdraw at any time,by repealing the statute. "Reciprocity," he sakl, "means steadier wheat prices."
