In» an interview, Sir Henry May said there was a big movement in China in the direction of introducing reforms according to western ideas, but China was held back by deep-root-ed prejudices, and was averse to the acceptance of foreign aid. Military reorganisation has been quiet in China sinco the ChineseJapanese War.
