CANADA AND THE STATES. PROSPECTS OF THE AGREEMENT. (Received Last Night, 11.45 o'clock.) v LONDON, February 3. The Times' Washington correspondent states that the outlook for the reciprocity agreement in Congress is obscure. The prospects of the ratification of the agreement with Canada have not been disclosed. The President, Mr Taft, is anxious for the ratification. Public opinion is generally in favour of the agreement, but there are strong sectional interests that oppose it, and its adoption depends on the administration and success of the organising forces.Popular will is against the politicians. Tho concensus of opinion of skilled observers is that possibly the House of Commons, but not the Senate, will pass the measure, and President Taft will call an extra session for the'.Senate's benefit.
