THE PARLIAMENT BILL. SETTLEMENT IMPOSSIBLE. (Received Last Night, 5.5 o'clock.) LONDON, January 22. Mr Frank Smith, journalist, in an article in "Reynolds' Newspaper," in which he is publishing the views of the leaders of all parties, declares that the settlement of the present Parliament Bill, unless by agreement, is impossible. He adds: "All sections of the coalition treat the Bill as a mere means for divergent ejids."
