FORTIFICATION OF FLUSHING. PRESS OPINIONS. (Received Last Night, 9.55 o'clock.) PARIS, January 20. The journal "Debats," commenting on the proposed fortification of Flushing, Holland, states that the Dutch defences are exclusively designed against attack from the sea, in other words, on the theory that there is one power alone, namely Britain, that would be a possible aggressor. It adds: "M. Pichon's statement claimed that those guaranteeing Belgium's neutrality were entitled to an exchange of views to adopt precautions in the event of the fortification of Flushing, thus preventing their being taken by surprise if Belgium appealed for the fulfilment of the-guarantee. No menace to Holland's independence was ever intended." Le Temps declared that Holland has nothing to fear from Britain, in the event of a European war. If she is not bound to Germany, but takes advantage of the Powers, and executes their scheme,, she will-thereby notify in the plainest manner that she hasjoined the Triple Alliance. . .
