Heavy rains and .floods ~a re reported from many districts; ''•'•' The floods are now subsiding on the south coast. Several'washaways occurred on the railways. STORMS IN VICTORIA. (Received January 16, 9.35 a.m.) MELBOURNE, January 16. The storms are abating, but as the result of the rain exceptionally heavy floods are expeeted. Nine inches has been recorded since the rain started.
