Wairarapa Age MORNING DAILY. MONDAY, JANUARY 16, 1911. THE SAVARKAR CASE.
The cables have contained frequent references of late to what is termed the "Savarkar case." Few people appear to know that the cas? is to be the subject of arbitration at; The Hague. The following is the text of the Agreement between'the French and English Governments regarding the affair: — The Government of the French Republic and the Government of his Britannic Majesty, having agreed by means of an exchange of Notes dated October 4 and 5, 1910, to submit to arbitration, on the one hand, the questions of fact and right raised, by the arrest and the taking back on board the steamship Morca, on July 8, 1910, at Marseilles, of the Indian, Vinayak Damodar Savarkar, who escaped from that boat, on which lie was a prisoner, and, on the other hand, the claim of the Government, for the .surrender of Savarkar; the undersigned, duly authorised to that' effect, have agreed on the following arrangement:— Article I. An arbitration tribunal, composed as set forth, below, will, be charged to decide the following question: Ought,Vinayak Damodar Savarkar, in conformity with the rules of international law, to be or not be surrendered by the Government of his Britannic Majesty to the- Government of the French Republic? , , ' The tribunal is to consist of five
arbitrators, to meet at The Hague on February 14, 1911, and to report within thirty days.
