Although efforts have been made to induce the , higher ' authorities to withhold the Royal assent from the Shipping and Seamen's Bill, passed at the last session of the New Zealand parliament, it wo.uld appeslr that these are doomed to failure. It is many years sinco the Royal assent was withheld from a measure passed by the Parliament of "a'selfgoverning possession of the BritishEmpire. Although the measure in question goes' perilously close to traversing Imperial and maritime relations, the exercising ''of the Royal prerogative is regarded with greater sanctity than the, imposing of a restriction on supping which may at Ihe most be attended with negative, -results. , ■ : ' -s - x 'J-
