Received. This Morning, 1.8 o'clock. NEW YORK, December 28. Commander Sims, of the United States, recently spoke in London of America's readiness to shod blood for Great Britain if the Empire was menaced. In consequence of attacks over the matter, President Taft asked for a report on the speech, with a • .view to deciding if Commander Sims had transgressed the rules of the service. Commander Sims has now declared that in his London speech he made it clear that he uttered his personal sentiments only. . • .
