The Times declares that it is obvious there has been no distinct movement of opinion in either direction since January, and this election is going to rivet Mr Asquith's dependence on Mr Redmond. "It is all very well for Sir Edward Grey and Mr Birr ell to proffer reassuring hints on the subject," says the paper. "They do not settle the ] form Home Rule is to take. That is I Mr Redmond's business, and he will -1 doubtless attend to that. If the 1 English electors are living, or rather I voting, in a fool's paradise, the fault is not Mr Balfour's." Mr Austen Chamberlain, who was •' Chancellor of the Exchequer in the last conservative Ministry, has been re-elected for East Worcestershire without opposition. HOME RULE. (Received December 8, 9.30 a.m.) LONDON, December 7. The Earl of Selbourne, who was a j member of the last Balfour Ministry * and subsequently High Commissioner [ of South Africa, speaking at Tavis- ' tock, Devonshire, asked whether the I nation could afford the risk of mak- j ing Ireland a separate country. If the Protestants resisted Home Rule it would be this country's duty to. shoot them down. Regarding the Veto, Lord Selborne said the Government proposed to leave the House of Lords only the barren, useless power of saying "No" three times in two years.* Such a proposal was purely childish. SPEECH BY MR BALFOUR. TARIFF REFORM AND THE i NAVY. ANOTHER ELECTION IMMINENT. (Received Last Night, 7 o'clock.) I LONDON, December 8. I The Right Hon. A. J. Balfour, j speaking at Wrexham, said that Tar- j iff Reform should not be side-track-ed, but be submitted to a referendum which would male the policy more certain and permanent than any other methods. Referring to the Navy, he implored the Government, if-responsible for tlie next Estimates, to do its utmost to restore the old and undoubted high-seas supremacy, and ho promised the Government his hearty support. He feared that unless the Government seriously considered the question of colonial preference, the great, selfgoverning colonies would in a few years declare they must treat the Motherland the same as others, and would consider it not more necessary to their commercial interests than countries like Germany and France. He asked Freetraders, as practical men, if they disliked the solution of the difficulties and dangers as proposed by the Unionists, to suggest some other solution. However the election ended, it was perfectly clear that the Radical party was not sufficiently strong to .carry its own policy, and be indifferent to the demands of allies, so that before lonp- J the electorates would again be asked | to entrust their destinies to a homo- . geneouß Unionist ptvrty, knowing its
